August 17, 2026: Youth File Motion to Intervene
14 youth filed a motion to intervene as defendants, alongside CARB, claiming the challenged regulations are necessary to protect their constitutional rights.
The youths’ motion is supported by declarations from medical and climate experts. Dr. Amanda Millstein, a pediatrician and Associate professor of Pediatrics at UCSF Benioff Children’s Hospital Oakland, wrote that children are uniquely vulnerable to the health harms of fossil fuel pollution and that “these Youth-Intervenors have a personal medical interest in this case, to protect their health and defend against a federal government that would seek to deprive them of it.” Dr. Daniel Cayan, a research meteorologist at the Scripps Institution of Oceanography, testified that California has warmed faster than the national and global average over the past decade, and that continuing to weaken vehicle emissions standards will directly worsen the heatwaves, droughts, and wildfires already harming these youth.
