The plaintiffs secured an important partial victory: The court ordered the Cabinet of Ministers to prepare an assessment of the country’s progress toward realizing the goals of the Kyoto Protocol. Other demands in the suit—including a court order to oblige the Ukrainian government to develop procedures for issuing greenhouse gas emissions permits and reporting—were denied.

With the support of Our Children's Trust, Environment-People-Law filed an Atmospheric Trust case in Ukraine to address illegal inactivity in implementing climate protection policies in that country and to compel the development of greenhouse gas emissions measures.
